With over 20 years of distinguished experience, Prof. Bilolikar has become a prominent expert in Electricity Distribution Management, Power Trading and Exchange, Energy Conservation, Energy Efficiency in Buildings, and the restructuring of Power Sector Organizations.

His professional journey includes extensive work in policy evaluation, asset evaluations, techno-economic feasibility studies, and regulatory affairs within the electricity industry. Prof. Bilolikar is adept in tariff analysis, annual performance evaluation of power utilities, IT application development for utilities, and the integration of renewable energy and electric vehicles in India.
Prof. Bilolikar has played a pivotal role in the implementation of the Energy Conservation Building Code (ECBC) in Andhra Pradesh and Telangana. Appointed by the Government of Andhra Pradesh to the Technical Committee for ECBC implementation, he was instrumental in formulating and enforcing mandatory compliance frameworks, a significant milestone in India's energy conservation efforts. He also serves on the Technical Committee for ECBC implementation and the State Energy Conservation Committee in Telangana.
Recently, Prof. Bilolikar was appointed to the committee for developing Kokapet Township as a Green City with zero net discharge and a common STP. He is also a member of the State Advisory Committee (SAC) in the Telangana State Electricity Regulatory Commission (TSERC).
Before his tenure at ASCI, Prof. Bilolikar led the Energy Team at Andhra Pradesh Technical Consultancy Organization Limited. He made substantial contributions to the UNDP-GEF Project on CO2 emission reduction in the steel re-rolling industry and BEE-SME energy efficiency projects across various industrial clusters. His earlier roles include significant positions at Maharashtra State Electricity Board, ABPS Infrastructure advisory services, and Enzen Global Solutions Private Limited, where he collaborated with major clients like MERC, Suzlon Energy, Adani Power, UNDP, BEE, and MNRE.
Prof. Bilolikar has presented numerous papers at national and international conferences, including the AEEE conference in the USA, IEA in France, and ADB in Manila. He is a valued resource person for global organizations such as UNDP, ADB, the World Bank, SAARC Energy Centre, and the South Asia Forum for Infrastructure Regulators.
His professional memberships reflect his extensive involvement in the energy sector. He is a member of the Technical Advisor Committee for the Andhra Pradesh Power Coordination Committee, the State Advisory Committee (SAC) of TSERC, and several committees dedicated to energy conservation and ECBC implementation in Andhra Pradesh and Telangana.
