Nihankar Rao Kotagiri is a Research Associate at the Centre of Energy Studies (CES), Administrative Staff College of India (ASCI).

Mr. Sai Kumar Kadali is a Consultant with more than 6 years of work experience in the field of Building Energy Efficiency & Sustainability in both the public and private sectors. He holds a Bachelor’s degree in Mechanical Engineering from Jawaharlal Nehru Technological University, Hyderabad.
He joined the Administrative Staff College of India in March 2022 as a Consultant for multiple projects at the Centre for Energy Studies!
He is quite knowledgeable in Building Physics, HVAC, Lighting, and various Green Building Rating Systems. Also skilled in 3D modeling, evaluation of the optimum use of daylight in buildings using DesignBuilder; expert in planning, calculation, and visualization of indoor lighting using DIALux.
Previously, he worked with the All India Institute of Local Self Government (AIILSG) as a Project Manager for the notification and implementation of the Energy Conservation Building Code & Eco-Niwas Samhita in multiple states across India. He was instrumental and played a key role in making ECBC mandatory by supporting the respective governments in the states of Sikkim, Andaman & Nicobar Islands, Assam, Tripura, and Arunachal Pradesh. Mr Pavan Kumar Parnandi is working as Assistant Professor in the Centre for Energy Studies at the Administrative Staff College of India (ASCI). He is a graduate (Bachelor of Technology) in Electrical & Electronics Engineering from Jawaharlal Nehru Technological University, Hyderabad and completed Post Graduation in MBA – Power Management from University of Petroleum and Energy Sciences, Dehradun. He is also BEE certified ECBC Master Trainer.
He is having around 15 years of experience in the successful implementation of various Research and Consultancy assignments in the Fields of Energy Conservation and Renewable Energy in India and abroad. He has worked on policy framework development for Energy Conservation Building Code implementation in AP and Telangana and also worked on the development of the Andhra Pradesh Civil Aviation Policy. He is having experience in working with major clients such as SAARC Energy Centre, Bureau of Energy Efficiency, Ministry of New and Renewable Energy, Government of AP, Government of Telangana, UNDP, GIZ, NRDC, INCAP, NREDCAP, TSREDCO, WACEM, USAID and many more.

He was successful in the implementation of major national flagship programmes in Telangana such as Capacity Building in Demand Side Management (AgDSM & MuDSM), Market Transformation for Energy Efficiency (MTEE), Perform, Achieve & Trade (PAT), Energy Conservation Building Code (ECBC), State Energy Conservation Fund (SECF), Capacity Building of DISCOMs programme etc. He has developed an Energy Conservation action plan for Telangana State, based on the recommendations in the action plan, the Government of Telangana has constituted Telangana State Energy Conservation Committee. Vishakha Bhandare works as an Associate Consultant – at the Centre for Energy Studies, Administrative Staff College of India (ASCI). She has been involved in providing technical assistance for the implementation of the Energy Conservation Building Code (ECBC) & Eco Niwas Smitha (ENS) in the state of Maharashtra. She assists Maharashtra Energy Development Agency (MEDA), Govt. of Maharashtra in the aspects of policymaking, stakeholder consultation, coordination with various departments in the state. She also assists NRDC for implementing ECBC in the state.
She received a Master’s degree in Environment Architecture & Planning from Dr. B.N. College of Architecture, Pune. She completed her Bachelors in Architecture from the same college and is a registered Architect in Council of Architecture (COA). She is also registered as an Accredited Professional for green building certification at Indian Green Building Council (IGBC). She has over 3 years of experience in architecture, sustainable and passive designing, green building certification projects, energy efficiency approach in buildings and also worked as ECBC Technical Officer in SDA of Maharashtra.
As an Environment Architect, Vishakha has immense experience in building planning, interior & exterior designing, 3D softwares, building energy simulation using DesignBuilder software, life cycle assessment, carbon footprint reporting, illumination survey reporting using Dialux software, environment impact assessment (EIA) reporting and environment clearance (EC) working. Mr. Rajkiran V. Bilolikar is working as a Director and Professor, Energy Area, at Administrative Staff College of India (ASCI), Hyderabad. Mr Bilolikar has been working in various capacities on Energy Conservation and Energy Efficiency in Buildings, Electricity Distribution Management, Regulatory affairs of the Electricity Industry, Tariff analysis, IT in utilities and RE projects in India. In India, the Government of Andhra Pradesh has appointed Mr Bilolikar as a member of the Technical Committee to look into the implementation aspects of the Energy Conservation Building Code. Dr Usha Ramachandra joined the Administrative Staff College of India (ASCI) as a Tarun Sondhi Fellow in 1995, to study the Liberalisation of India’s Civil Aviation. She joined the faculty in 1998 and became involved in several of ASCI’s training programmes and consulting assignments in the power sector. She contributes to programmes, policy and consulting on infrastructure regulation with a focus on power sector, and energy reforms. She served as Dean of Training Programmes at ASCI from 2015-17.
She has worked in the South Asia region particularly in Bhutan, Sri Lanka, Bangladesh and Pakistan as a resource person on energy and power sector related issues in several training programmes and regulatory initiatives under the USAID funded SARI/E Project. She has worked on consulting assignments with power utilities, state and central regulatory commissions and governments in a variety of areas including tariff filing, tariff analysis, demand and supply estimates, regulations and policy related issues.
She has conducted specially designed programmes for the THDC India Ltd., NTPC, PXIL, DVC, IEX, NHPC, Ceylon Electricity Board (CEB) etc. Apart from being actively involved in ASCI’s management development programmes, she has several publications and conference and workshop presentations to her credit.
Dr Usha Ramachandra served as an Independent Director on the Board of MIDHANI, a defense PSU which develops and manufacture custom-made alloys to suit the specific requirements of customers for their critical applications from 2015-19. She is an Independent Director on the Board of the Andhra Pradesh Gas Power Corporation (APGPCL) which is the first group captive power plant set up in the country. She has also served on Expert Committees associated with the power sector in Andhra Pradesh.

Mr. Bhaskar Reddy has been with Administrative Staff College of India (ASCI) since February 2004 as a consultant for Electricity related studies. Before joining in ASCI, he has served in various capacities for about 33 years in APSEB / APCPDCL. Mr. Reddy has over 50 years of rich and diversified experience of power sector. As an engineer in APSEB/APCPDCL he was looking after operation and maintenance of transmission and distribution system, rural electrification etc.

Mr. P. Rajesh has joined ASCI as Senior Consultant in October 2018. He is responsible for Planning and Execution of various research and consultancy projects being undertaken by “Centre for Energy Studies” with a focus on Innovation in Research Design. Some important consultancy projects successfully accomplished under his guidance are Assessment of Biomass and Bagasse Power Potential in the Country; Feasibility and Adoption of Pumped Hydro Storage Systems in India in view of rapid RE penetration; Implementation of Energy Conservation Building Code 2017 (ECBC) in the states of Telangana and AP. He takes regular sessions on ECBC 2017 for all stakeholders in Telangana and AP, as part of creating awareness for implementation of ECBC.
Prior to joining ASCI, he has worked in NTPC Ltd. for 33 years in various capacities, heading departments like Operations, Maintenance, Maintenance Planning, Operation Services (OS), Project Execution in power plants spread across the nation at Badarpur (Delhi), Singraulli (UP), Kahalgaon (Bihar), Solapur (Maharashtra) and SRHQ (Southern Regional Head Quarters) at Hyderabad (Telangana). During his posting at SRHQ OS department, he was involved in carrying out Energy Conservation Audits in all SR Plants and the Performance Guarantee Test in new plants i.e. at Kayamkulam and Simhadri. A new concept of “System Audit for Plants and Auxiliaries” was introduced by him during monthly ORT (Operation Review Team) meeting at SR stations. This was appreciated by Corporate OS and adopted as a regular practice in ORTs and is reaping rich dividends.
He played a pivotal role in two outside NTPC consultancy assignments, for improving the operational performance of thermal power plants in UP and Maharashtra. In this consultancy assignment to State GENCOs, he could bring in a remarkable turnaround in performance within a short span at Panki Thermal Power Station in UP and Nashik Thermal Power Station in Maharashtra and received Special Appreciation from Chief Engineers.

Mr. G. Sudarshan has joined ASCI in October 2010 as Consultant in the Energy Area.
He has been Graduated in Commerce (B.Com) from Osmania University.
Prior to joining in ASCI he had worked in Power Sector in various capacities for about 40 years. He had been Superannuated in the year 2006 as Chief General Manager (Finance) in TSSPDCL. He has been Director (Finance) in the TSNPDCL during 2013-15. He had expertise in Accounts & Finance Management of Power Sector and had experience in the project accounts funded by Agencies of externally aided projects.
He had experience in Power Sector Regulatory matters within the ambit of Electricity Act 2003. He has been Team Member for processing of Tariff Orders for TSTRANSCO.
Mr. G. Sudarshan had been a Team Member in various projects under taken by Energy Wing of ASCI such as, performance investigation of Electric Society of Srirampur Maharashtra, processing of power tariffs for the States of Bihar, Assam, Mizoram, Delhi assigned by respective ERCs.

Regulatory Exposure
Exposure to Regulatory regime, worked with the team of International financial consultants (1999 – 2006)
In the year 1999, while in the rapid process of APSEB unbundling, I was given an opportunity to associate with the International Consultants M/s SNC-Lavalin INC., Canada and taken the total exposure to the Cost to Serve (CoS) model developed by the Canadian consultants. In the process of training on CoS model for 45 days training at Montreal, Canada, and later on independently run all the CoS models for the unbundled APTRANSCO and four DISCOMs for the purpose of filing of ARR (Aggregate Revenue Requirement) each year with the A.P. Electricity Regulatory Commission (APERC) for period from 2000-01 to 2006-07 and every year the model was presented to the Commission in the process of ARR submissions.
In addition, regular faculty member in the REC Institute of Power Management & Training (RECIPMT) formerly known as Central Institute for Rural Electrification (CIRE), Shivrampally and part-time faculty in the ESCI, Gachibowli since the year 2004 giving lectures on Cost to Serve, Regulatory aspects and ARR (Aggregate Revenue Requirement) filing and other related issues and other financial and accountancy related subjects.

Purna Prakash Reddy Gaddam has joined ASCI as project Consultant in November 2019 in Energy Sector and involved in preparation of Tariff Orders for Bihar Electricity Regulatory Commission for FY 2020-21 and completed the Task in issuing the Tariff Orders of Bihar Distribution Companies, Transco and SLDC in the month of March 2020.
Prior to joining in ASCI as project consultant, I worked in erstwhile APSEB, APTRANSCO and retired as SE in TSTRANSCO. My total experience in Energy Sector is 29 years in various cadres right from Assistant Engineer to Superintending Engineer. In my career I worked in Transmission wing looking after the Operation & Maintenance of Transmission lines and Substations by arranging repairs of the same and preparing the budget proposals and approvals of the new schemes to be taken up later. Later on joined in Reforms wing of APTRANSCO, closely associated with Tata Economic Consultancy Services, Bombay for asset valuation of erstwhile APSEB. Later on worked with Regulatory wing of APTRANSCO in filing of Aggregate Revenue Requirement (ARR) of APTRANSCO and DISCOMS from 2005 to 2014 and filed the ARR of APTRANSCO for three Multi Year Tariffs (MYT) from 2005 to 2008, 2009 to 2013 and 2014 to 2019. Mainly my association is coordination with all wings of Transco for filing of the MYT ARRs for the above periods. Apart from Transco filings, also involved in filings of the DISCOMS for the above period mainly coordinating in finalizing power purchase of the DISCOMS. My area of association is with the Discoms is operating the Power Purchase Model as the power purchase cost is 70% of the total cost of Discoms. I was also involved in issuing various GOs of Govt of AP post unbundled of APSEB and closely associated with various international consultants like M/s KPMG and Arthur Anderson.

Dr. Vishal Garg
Dr. Vishal Garg is professor and head of the Center for IT in Building Science at IIIT Hyderabad. His current research interests are in the areas of energy simulation and cool roofs. He teaches building automation and controls, energy simulation and lighting Design & Technology. Dr. Garg has conducted several national and international workshops on intelligent buildings, green buildings and energy simulation. He holds a B.Tech. degree in Civil Engineering from MBM engineering college, Jodhpur and a Ph. D from IIT Delhi. Dr. Garg is actively involved with green building movement, development of eTools and educational platforms for advancing energy efficiency in buildings, ECBC and its implementation. He was the founding president for Indian chapter of International Building Performance Simulation association (IBPSA) and chaired the organizing committee of International Conference for Building Simulation-2015.

Mr. Srinivasa is also a chartered engineer; certified Energy Auditor; accredited professional-IGBC. He is a member in many professional organizations like ASHRAE, ISHARAE, ISLE and FSAI. He is the founder president of Fire & security Association of India (FSAI)-Hyderabad chapter and presently National executive board member of FSAI. She has rendered 12 years of her service in a Non-banking Finance Company, and a couple of years in a pharmaceutical company prior to joining ASCI.
